Soon Kelly must return to her hometown, Charlene, to apply for funding to keep the shelter running.
Anna, the shelter's longest standing resident, keeps to herself in her room below Kelly's bedroom and makeshift office with her door locked and window bolted. Haunted by her past Anna still cries out at the night. Twenty years since Anna was abducted and she still doesn't function well.
The criminal justice system has run out of halfway house options for a parolee expected to reintegrate into the community after serving her jail time.
"The girls are too vulnerable to live with an offender. We shelter, Doug. What do I tell Anna?"
Kelly should have connected the dots about the parolee who she discovers was Anna's abductor. Kelly would not have permitted her stay if she had known.
Kelly's brother, Doug, owns the private women's shelter. He committed to the one-week trial stay conditional upon Kelly opting to refuse residency if the parolee's stay doesn't work out. But by accepting the convict Kelly has betrayed Anna's trust.
Falling behind in her preparation work to secure funding, Kelly is distracted and guilt-struck about not reporting the body, a senior who weeks earlier had taken a bus from Charlene to the coast to check on Anna.
With her dog tied so he doesn't get at the cadaver, upwind on the bluff facing the ocean, Kelly journeys within herself in her quest to find happiness.
Growing up in Charlene Kelly was convicted of a victimless crime. On probation she fell in love with her community service (Paybacks) supervisor, Justin, a prime suspect involved with three missing teenagers.
JP Bellenger abused his position as director of the non-profit Mother's Against Speed. The heir to the family estate lived in opulence on the hill where the wind kept the mill's effluent at bay. JP fed on the less fortunate by utilizing Paybacks workers to satisfy his personal whims including his obsession with producing a perfect film.
Little has changed in Charlene since then.
In Kelly's struggle to find her way she gets agitated, has trouble trusting, and hides or runs from her problems, yet for some unknown reason is comforted sitting upwind from the body, believing there is a connection between them, unaware that the cadaver is linked to her past and present.
Kelly thinks her neighbor Russell, an alleged lawyer who doesn't seem to work much at anything except trying to get down her pants, is about to blackmail her about harboring the body.
While suffering from general avoidance tendencies, in her journey of self-discovery Kelly begins to realize that her inability to move forward in life is in part due to an incident in her past that she had refused to acknowledge until her encounter with the dead body.
